“The claim is with a 2 percent annual increase in population, we can keep the improved areas above the D level for about 20 years. This assumes that Grass Valley has no annexations!”
The Grass Valley Street System Master Plan's levels of service are based on the Nevada County Transportation Commission's traffic model. This model is based on the Grass Valley General Plan, which considers the Special Development Areas, also know as "the annexations." When the SDAs are planned in more detail, the projected LOS will have to be adjusted, but a best efforts was made to consider these SDAs in the NCTC 2020 traffic projections.
